To allow funds to be withdrawn from Binance using Terminal, you must enable it for the API key:
1. While logged into Binance, select your API key and click Edit
2. Check Enable Withdrawals
3. Select Restrict Access
4. Add trusted IP addresses to allow withdrawals only to known addresses
5. Click Save
